[modular][sdk][api] Move fuchsia.modular.internal.*Config -> fuchsia.modular.session.*Config

This allows these *Config tables to be consumed by a future modular
testing SDK without having to pull in all of the
`fuchsia.modular.internal` namespace.

Test: Existing code compiles.
