[kcounter] Fix command line parsing bug in kcounter -w

-w was doing a + test like list/terse/verbose above it, but when using
watch, period would be, e.g. 3, so list (=0) + period (=3) was still >
1.

Refactor a bunch to be able to add tests for this.
