[wlan][policy] Create network config stash Add a stash implementation that will be used to save network configs persistently using the stash service. The stash implementation will replace KnownEssStore as a mechanism for persistent storage. This stash implementation translates network configs into strings to store using the stash node abstraction, and loads information from stash back into network configs.
