[bt][gap] Perform interrogation on LE connection initialization

Perform asynchronous LE interrogation during LE connection
initialization. Registering local/remote initiated links is now
asynchronous as a result.

Add handler for LE Read Remote Features Command to FakeController.

Add LE features to FakePeer.
