[infra] only run flags plugin on host build The flags plugin modifies package.json, which is actually only used in the host build, so we only need to generate it there. This sidesteps an issue where the two instances of the plugin can run simulataneously, and since it's not using the standard file writing mechanism of esbuild, it can race.
