patch 7.4.852
Problem:    On MS-Windows console Vim uses ANSI APIs for keyboard input and
            console output, it cannot input/output Unicode characters.
Solution:   Use Unicode APIs for console I/O. (Ken Takata, Yasuhiro Matsumoto)
