Add faceauth HAL APEX

This moves the faceauth HAL into a vendor apex:
  com.android.hardware.biometrics.face

The contents:

  ./etc/face-default-apex.rc
  ./etc/permissions/android.hardware.biometrics.face.prebuilt.xml
