[resultdb] Respect summary_html length limit This should fix failures such as https://logs.chromium.org/logs/turquoise/buildbucket/cr-buildbucket/8769544484149893777/+/u/shac_check/stdout where the resultdb upload fails because the summary_html is too large. Shac (Scalable Hermetic Analysis and Checks) is a unified and ergonomic tool and framework for writing and running static analysis checks.
Shac checks are written in Starlark.
