[engine] Make nonexistent executable error messages consistent Previously, if the executable passed to `ctx.os.exec()` didn't exist, the error message would vary depending on whether the path was absolute (in which case it would fail with a verbose nsjail error) or relative (in which case it would fail with a concise "no such file or directory" error). Now both conditions will yield the more concise error. Shac (Scalable Hermetic Analysis and Checks) is a unified and ergonomic tool and framework for writing and running static analysis checks.
Shac checks are written in Starlark.
