[roll] Roll fuchsia [display][amlogic] Upload a snapshot when RDMA stalls

* A new detect triage config has been added that is only included in
the build as a dependency of the amlogic-display driver. The config
triggers a snapshot with the signature "amlogic-display-rdma-stalled"
if it detects a RDMA stall every 3 hours.

* The amlogic-display driver publishes a new "last_rdma_stall_timestamp"
property to allow time-based filtering of stall events.
