[roll] Roll fuchsia [lowpan] Explicitly drop `prefix_watch` when stopping PD client. During the teamfood stage of the Thread PD feature launch, a crash was detected on the PD client side when the Wi-Fi interface toggled offline and back online. The root cause is that we only dropped the `PrefixControl` endpoint when stopping the PD client, while the `PrefixControl.WatchPrefix` was still holding a future to monitor upcoming prefix events. Consequently, dropping `PrefixControl` alone did not trigger the `Dhcpv6PrefixControlRequest` closure event on the server side. When the PD client restarted and called `PrefixProvider.AcquirePrefix` to solicit a new prefix, the server-side internal state check failed. Because currently only one active PD client at a time is supported, so it rejected the new request. This CL fixes the issue by explicitly dropping the `prefix_watch` handle alongside `PrefixControl` when stopping the client. This ensures the server's `on_dhcpv6_prefix_control_close` callback is triggered and the previous FIDL channel is cleaned up before a new prefix is solicited. First install Jiri.
