[roll] Roll fuchsia [network] Add shard for isolated networking

fuchsia_hyper has a nice shard for doing isolated networking and
routing between the networking components. Adapt it into
//src/connectivity/network so more people can find it and use it
without tripping over connectivity routing.

Test: migrated existing tests away from the hyper shard.
