[roll] Roll infra/recipes [bindgen] Add a bindgen recipe

This patch creates a bindgen that is statically linked to clang.

It directly builds libclang, but eventually we will migrate this to use
the prebuilt libclang once LLVM supports building a dedicated libclang.a
with https://github.com/llvm/llvm-project/pull/198720.

Note that this drops support for compiling bindgen on Macs and Windows,
since we're running into libffi issues on those platforms. We're
intending on just using this in Fuchsia for now, which only supports
Linux, so we can fix other platforms in a future version.

Integration

This repository contains Fuchsia's Global Integration manifest files.

Making changes

All changes should be made to the internal version of this repository. Our infrastructure automatically updates this version when the internal one changes.

Currently all changes must be made by a Google employee. Non-Google employees wishing to make a change can ask for assistance in one of the communication channels documented at get involved.

Obtaining the source

First install Jiri.

Next run:

$ jiri init
$ jiri import minimal https://fuchsia.googlesource.com/integration
$ jiri update

Third party

Third party projects should have their own subdirectory in ./third_party.
