[roll] Roll fuchsia [sdmmc][sdhci] Keep card interrupt enabled if used by clients

Don't clear the card interrupt bit in the signal and status enable
registers if the client driver has registered a callback.

Test: fx test sdhci-test
Test: Visalia WLAN driver receives in-band interrupts
Test: eMMC initialized on Atlas
