[health checker] Add powercycle ability Health checker will now wait for zedboot to come back after a serial/ssh reboot. If it isn't able to ping zedboot after some threshold, it will powercycle the device. Change-Id: I869a63bf448e36341b35deb0b602009e53d6a182

In order to build the Go code, you must clone this repo into an appropriately named directory. This should do the trick:
