[swarm_docker] Enable ptrace inside swarming containers LSan uses ptrace for its stop-the-world GC implementation, and ptrace inside Docker containers requires SYS_PTRACE capability. Since we want to use LSan for our host tests and executable, we need to include this capability. Bug: TC-548 Change-Id: I79ced358ceaaa9fc353cb9515a16a2509258b590

In order to build the Go code, you must clone this repo into an appropriately named directory. This should do the trick:
