[catalyst] Resolve any environment variables in the subcommand Swarming does not do this for us - and best to do it once and uniformally across all possible test task commands. The current use-case for this is passing ${GCS_PROXY_HOST} to botanist. Change-Id: Iadf0995456e514786c4ae5a89403249b20de59ff

In order to build the Go code, you must clone this repo into an appropriately named directory. This should do the trick:
