[ledger] Ledger ChildrenManager integration This is our second use of the new ChildrenManager API and enables Ledger, given one or more connected repositories, to describe to Inspect unconnected pages within the ledgers within those repositories. Change-Id: I75f23c9684e7d34dd9838fcc91c97d5dfa73d5ad
