[modular][config] Auto launch basemgr when using modular_config This adds sysmgr/basemgr.config to any target that uses modular_config(), allowing us to remove all basemgr.config's on the client side. Change-Id: I1b54a3b25338b2275fa4c416fb54910723723f7a
