## fi-0221: `resource` appears in declaration annotated `@no_resource` {:#fi-0221}

This error occurs when a declaration has the `@no_resource` attribute but some
item within it has the `resource` modifier.

You can fix the error by either removing the attribute or removing the resource
modifier.
