[system-update-committer] Don't find boot manager if disabled

Move find_boot_manager into put_metadata_in_happy_state to be guarded by
config. This avoids unnecessary paver connection if disabled and solves
a pre_migration hang issue caused by system-update-committer and
pre_migration (in recovery) connecting to boot manager at the same time.
