[overnet][usb] Implement library for vsock-over-usb

Implements the start of a transport agnostic protocol library for
forwarding vsock over usb. This will be used by both host and target
code to make sure that the behaviour is consistent.

Right now this just implements enough to migrate the overnet protocol to
framing its packets, but later changes will implement more state
machinery for dealing with sockets properly.
