[ftl][test] Bind isolated devfs to namespace

The FTL integration tests open a device from an isolated devmgr and bind
it to the current namespace before running the individual tests. Now
that devices don't fully support directory open FIDL messages directly,
the test should instead bind the entire isolated devmgr's devfs to the
namespace and use it to open the device under test.

Note: The FTL integration tests are currently disabled, this CL was
tested by re-enabling them.
