Revert "[rust] Remove unreachable_patterns in s/c/network"

This reverts commit c918102f3d7318d2a7f96fa4c4c6c3837d9ca9e7.

Reason for revert: It looks like we'll need to revert the toolchain roll, so reverting this to avoid blocking it.
