[assembly] x64/qemu-x64 boot driver packages

Add drivers to the main `board_input_bundle` in `//boards/x64/BUILD.gn`.
These drivers will also be used by `//boards/qemu-x64/BUILD.gn`.

Introduce the `x64_common` board input bundle to include artifacts
shared between x64 and x64-qemu.
