[bt][gap] Add FakePairingDelegate Add a bespoke initial mock for PairingDelegate that has strict "calls made" checking for PairingDelegate in unit tests, with callback-based hooks for each interface method (parameter checks, constraints on order and ordinality of calls, side effects, etc) so that it can be enhanced into a "fake."
