[power-manager] Remove CpuPowerUsage, AvailablePower metrics Currently, these metrics are of limited practical use since there is only one power actor, and they are not being logged in a useful way in PlatformMetric. In addition, upon making the changes to refactor CPU manager, power manager could no longer communicate with the CPU manager using a power value. Remove those metrics.
