[security] Add allowlist for AccountManager access from CFv1.

This will support the "accountctl" command line tool.

I'd quite like to submit this to get AccountManager consistent with
everything else but I suspect the whole allowlisting infrastructure
might not be working for command line apps: I can run the command line
tool correctly even without the FIDL service in its manifest and when I
add a log line to the policy check for this FIDL service its never
being invoked.
