[zbitl] Copy <lib/zbitl/view.h> to <lib/zbitl/internal/container.h>

This is a step towards moving a good chunk of View's logic to another
class, but while preserving history. This is a pure copy. A follow-up CL
will delete complementary lines from the two headers.
