[licenses] Classification override rules can add a public source mirroring urls

This allows licenses with source distribution conditions to
be specified the source mirror sites via an override rule.

The mirror urls are then surfaced in the output NOTICE.txt.
They are also suraces in the review archive CSVs.

Drive by: scripts/bazel_test.sh passes extra args.
