[display][coordinator] Simplify DisplayInfo creation logic.

* Replace explicit initialization in Create() with default value:
  layer_count, pending_layer_change
* Remove field that always set to true before it is read: init_done
* Fix usage comment: InitializeInspect()
* IWYU fixes
