[sdk] Look in correct directory for runtime_deps. runtime_deps seem always to be relative to the root_build_dir, not the root_out_dir. For most cases, this is the same. When building a variant toolchain, it is different. This allows the sdk to be a dep of executables being built with ASan. Change-Id: I38a9af271a665e98f30732af357cc4585bd9bd7d
