[lowpan][lowpan-spinel-driver] Implemented `send_mfg_command()` This change implements the new `send_mfg_command()` method on the LoWPAN Spinel Driver. Additionally, some minor additions were made to the `spinel_pack` library to allow strings to be more easily passed as "set property" values.
