[rust][build] .rustdoc subtarget for all targets

* Follows 1104273
* Adds .rustdoc subtarget for all rust target types (except dylib +
cdylib which are not currently used by any real code)
* Adds rust_auxiliary.gni which holds .rustdoc and .clippy subtargets
* Add create_rustdoc_tests.py which generates the tests in
//build/rust/tests/rustdoc
* Adds tests for fx rustdoc-link
