[vulkan][swapchain] Add vk_dispatch_table_helper.cpp to dependency.

Upstream Vulkan-ValidationLayers change
c63fae9bc5ba5a590ca926d4493f91448b303979 moves function definitions
from vk_dispatch_table_helper.h to the .cpp file.

This change adds the .cpp file to the dependency list.

Test: fx build (with Vulkan 1.3.268 ecosystem)
