[carnelian][display] Remove support for display gamma table.

This removes the usage of ImportGammaTable() and SetDisplayGammaTable()
from carnelian, since we are going to remove them from the display API.

This also removes the corresponding import_and_set_gamma_table command
from AppSender and internal strategies now that this is not going to be
supported by any of the carnelian app strategy anymore.

Test: no expected behavior change, since this is not used by any
      carnelian clients.
