[pseudo-fs] Make `protection_attributes` the first argument. As protection_attributes applies to both read_only, write_only and read_write files, it seems to be more reasonable to make it the first argument. In a later change, it also aligns with the syntax I use for directory construction macros. Test: All unit tests passed. Change-Id: Id8f6095ad27042e5ff08b4bb176de09b21907f63
