[driver][build] Add a option to specify a legacy driver

DFv1 drivers need a different version script from DFv2 drivers. Rather
than require a different build template, we add an option to specify it
via a flag. Once all legacy drivers have their build rules updated, the
existing fuchsia.ld version script can be updated and the
undefined-version flag can be removed.
