[docs] Devsite restructure Stage 03 - CL 05: Remove 'zircon' dir.

Move the rest of the files out of 'zircon' dir (redo).

Files from the 'zircon' directory are moved to the following
sub-directories in the new 'concepts' directory:

- filesystems
- system
- //docs/development/memory

Remove the 'zircon' directory.
