[superproject] Roll fuchsia [fonts] Build hermetic font collection as resource

Adds an optional flag that causes the `font_manifest`
targets to produce hermetic font assets too.

These assets can then be included in a hermetic testing font
server.

The flag is introduced as a way to disturb minimally the
current setup, and to mark a transition start towards fonts
outside the CFv1 `config-data` package.
