[rust][fidl] Ensure that protocols are Discoverable

This changes the fuchsia_component connect_to_service
and add_fidl_service functions (as well as a few miscellaneous
others) to be available only for [Discoverable] interfaces.
This prevents trying to publish or connect to an undiscoverable
protocol.

Test: no behavior change, removal of [Discoverable] to Echo
protocol exposed by Rust server caused compilation error.
