[optee] TEE Controller / Sysmem connectivity

This is a reland of 1d0bd9c2281805609be55bb5b484ad4153ea410e

The reland will work better because device-enumeration-test has been
updated to reflect that optee-tz became a composite device.

Original change's description:
> [optee] TEE Controller / Sysmem connectivity
>
> This changes TEE Controller to a composite device that binds to sysmem,
> to establish a banjo protocol connection from TEE Controller to sysmem.
>
> This will be used to tell sysmem about VDEC memory and to permit sysmem
> to protect non-VDEC memory.
>
> Bug 34800 is opened re. adding optee_smoke_test as integration test when
> possible.
>
> TEST: fx run-test optee_smoke_test (on astro; no special setup required)
> TEST: fx run-test optee_test (godtamit@ or dustingreen@ for setup)

Pink + Purple == Fuchsia (a new operating system)

What is Fuchsia?

Fuchsia is a modular, capability-based operating system. Fuchsia runs on modern 64-bit Intel and ARM processors.

Fuchsia is an open source project with a code of conduct that we expect everyone who interacts with the project to respect.

How can I build and run Fuchsia?
