[wlanif] Unit test startup/shutdown with Rust MLME Adds unit tests for wlanif::Device startup/shutdown that uses the real Rust MLME and removes the c-bindings stubs. This improves testing coverage of wlanif startup/shutdown. We use driver unit tests because it gives better insight and control of the driver startup process compared to integration tests.
