[virtio] splitting socket into its own driver Step 1 in converting the socket driver to ddktl. This CL just moves the matching logic for the socket virtio driver to its own file, with its own target. Test: There are not functional changes. Change-Id: I46e75b1c901b71778c1a6c3a9be42ca0ac0a5d06
