[kernel][x86][boot-shim] Rename linux-x86-boot-shim

This renames linux-x86-boot-shim to linux-x86-32-boot-shim: the
shim that handles 16-bit and 32-bit Linux/x86 boot protocols; and
renames linux-x86-bi-boot-shim to linux-x86-boot-shim: the shim
that handles 16-bit, 32-bit, or 64-bit Linux/x86 boot protocols.

The separate linux-x86-{32,64}-boot-shim binaries are still built
and tested to isolate issues specific to one mode or the other.
But the expectation is that the combined linux-x86-boot-shim will
be the only one really used with legacy PC boot loaders, since
it's universally compatible with things that load x86-64 bzImage.

Note that the default setting of `qemu_boot_format = "linuxboot"`
still selects the linux-x86-32-boot-shim (under its new name).
