[HoneyDew] Added register_for_on_device_boot

With this if any affordance need to call something on every device boot
up they can just call this method in the affordance initialization.

We have used this approach for "sl4f.BluetoothGap" affordance implementation where it need to call "sl4f.BluetoothGap.sys_init()" on every bootup.
