[build][gidl] Make GIDL targets always testonly

This CL moves `testonly = true` from gidl template invocations into the
template itself. Anything using GIDL is inherently testonly, so there is
no need to support non-testonly uses. This is consistent with templates
like rustc_test, go_test, etc.
