[build][gidl] Make GIDL targets always testonly This CL moves `testonly = true` from gidl template invocations into the template itself. Anything using GIDL is inherently testonly, so there is no need to support non-testonly uses. This is consistent with templates like rustc_test, go_test, etc. Change-Id: I71effe1c77e299182c976513ef5ef314022978d8 Reviewed-on: https://fuchsia-review.googlesource.com/c/fuchsia/+/513400 Fuchsia-Auto-Submit: Mitchell Kember <mkember@google.com> Commit-Queue: Auto-Submit <auto-submit@fuchsia-infra.iam.gserviceaccount.com> Reviewed-by: Ian McKellar <ianloic@google.com>
