[debugger] HardwareBreakpoint is a ProcessBreakpoint

Now the Hardware breakpoint supports the common breakpoint API.

This is not yet hooked in to the threading, so HW breakpoints are still
disabled.

TEST=Added a comprehensive tests that verifies that the HW breakpoint is
     correctly installing/uninstalling the actual HW capabilities according
     to the registered breakpoints.
     fx run-test debug_agent_tests
