[sampler][fix] Reduce CPU usage of sampler on this branch.

This is a combination of the following commits:
* [sampler][fix] Disable some samplers for this branch.
* [sampler][fix] Disable FIRE for this branch
* [sampler][fix] Re-add setui
* [sampler][fix] Offset sampling rates to avoid stampedes.
* [sampler][fix] Re-enable preferred samplers.
