[brcmfmac] Add scan support to SimInterface

Add scan support to SimInterface, to simplify the process of starting
a scan and collecting bss results and a final status code.

Also update channel_switch_test to use this new infrastructure.

Test: This is part of the test infrastructure. It will be used immediately
      in channel_switch_test, and in future tests.
